First edition. Bolingbroke (1678-1751), an English statesmen, published this pamphlet under the pseudonym of W. Raleigh in response to a pamphlet by the anonymous D'Anvers (the government). Besides discussing his opposition to the government's foreign policies and trade agreements, he derides the treatise made with the Spanish in the West Indies.
